Tier 2 weapons must be synthesized by first leveling up an existing weapon through the crafting system then combining it with the appropriate catalyst. WebFang is a better Commander than Lightning, and Lightning can take advantage of a high strength withh all of her Elemental Strikes. Remember moves like Flamestrike and Froststrike use the characters strength stat and not their Magic. I would also recommend going into Hopes secondary trees when you can.
